The proprietor, Mr. Ernest N. Chapp-Jumbo, JP worked in the Civil Service of the Rivers State of Nigeria from 7th December, 1982 to 22nd of April, 2016, spanning a period of thirty four (34) years and five (5) months.
During the period, he served in various Departments/Ministries in the state. Having been employed into the Ministry of Lands and Housing in 1982, he was soon after sponsored in 1984 to pursue a Master’s Degree in the USA by the United State Agency for International Development.
Upon completion of the programme, Mr. Chapp-Jumbo returned to Nigeria, and resumed work at the Ministry of Lands and Housing and was posted to the Town planning Department where he served as a Development Control Officer in charge of Miles 1, 2 and 3 in Diobu part of Port Harcourt.
When in 1988, Rivers State Government decided to set up the Centralized Computer Department, Mr. Chapp-Jumbo was among the staff short listed to start the new department. In 1989, he was transferred, confirmed principal Computer Officer and integrated into the Ministry of Finance where he rose to the post of Director Services in January, 2003.
Having served meritoriously, on the 9th of October, 2015, His Excellency, Chief, Barrister Ezebunwo Nyesom Wike, CON, was pleased to appoint Mr. E. N. Chapp-Jumbo, JP to the position of permanent Secretary (ICT). ON THE 9TH OF March 2015 Mr. Chapp-Jumbo was posted to take charge of the Ministry of Youth Development from where he retired statutorily on 22nd April, 2016.
